Don't blame the on-duty operator for bad management policies and poor user 
interface design....

While most training can be done with simulators and in labs, at some point 
every emergency alert systems needs to be tested and used live.  Just like 
testing building fire alarm systems, even if you don't expect the testing 
to activate the live alert system, you always post signs and alert the 
building occupants during scheduled tests.

Not training and not testing is even worse.

Honolulu officials say no disciplinary action for an employee who 
mistakenly activated the Oahu emergency warning sirens during training.

A day after sirens alarmed residents on Oahu and Maui, Mayor Kirk Caldwell 
sounded off on how emergency alert training is done.

"In the future, when they do testing, they should do it on a console that 
is not a live console," he told reporters on Thursday.

The Honolulu Police Department says one of its employees mistakenly 
activated the Oahu emergency warning sirens during at emergency alert 
training at Alapai headquarters just after 5pm on Wednesday.

No disciplinary action has been taken against the employee, with police 
chief Susan Ballard calling it an honest mistake.
