[EAS] Time to make the LP daisy chain an option

Clay, et. al,
Just a point of clarification. When describing AM's and FM's I was 
speaking only of the qualifications for PEP stations. Getting signal 
over the most people is the aim. What is necessary for the operation of 
State/Local/Tribal plans is something completely different.
After reading tonight's posts I realized that I neglected to mention NWS.
I look at NWS as a separate alerting entity, even though there is 
cooperation between NWS and State alerting authorities in a number of 
locations. NWS has their own priorities and protocols, which is as it 
should be since they are neither FCC nor FEMA. They put out good 
products that we can use, as broadcasters, to serve our listeners or 
viewers. It is up to us as to what products we use that fulfill the 
mission as best we can.
When putting together a State Plan my suggestion is take care of the 
Federal requirements first, State/Local/Tribal second, and then NWS 
last. But definitely look at them as 3 separate plan requirements to 
make it easier in creating the interconnections.
