1 – Broadcast Stations should – ONLY- be broadcasting information to their
listeners and/or viewers.

 

2-  Broadcast Stations should – NEVER – be used to relay and/or distribute
messages from the sources of those messages to those systems 

     (aka broadcast stations) that can reach the public.

 

Re State Relays (SR’s) 

 

1-    The – MAIN – reason why areas have a broadcast station to broadcast
station for a state is so that state does not have to pay for one of their
own.     (Witness the fact, as Sean has pointed out) there are indeed states
that have figured it out and taken a different path.

 

2-    The – OTHER- reason (as Sean has pointed out) is laziness.   With many
states simply changing the letters in their EBS plan to read EAS.

 

Re Local Relays (LP’s) 

 

1-    The – MAIN – reason why areas have a broadcast station to broadcast
station for a local or operational area  is so that the local governments
don’t  have to pay for one of their own.     

 

2-    The – OTHER – reason (see #2 above) 

 

Whose job is it?

 

Ø  The Feds have their PEP and IPAWS systems and the FCC to enforce it

 

Ø  If a state and/or local area wants to improve their, non-Internet based,
public alerting distribution  systems
.They should do so  and not whine to
the Feds.

 

Another reason we are in this boat  

 

Over reliance on Broadcast Engineers.    Engineers are great at solving
technical issues and coming up with hardware and systems to construct
communications systems
However 
.Most of them are far to introverted to take
on the political challenges necessary to effect change.

We don’t need more broadcast engineers
what we need are those that have
proven leadership qualities that can inspire others to join the battle.
For too long broadcast and cable management have (wrongly) concluded that
EAS is a ‘technical issue’ that requires  someone with a degree in
screwdriver operating.    What’s needed is Management with the passion for
the mission to be involved
Who are not afraid to 

‘ Ask for the order’  or to work with their broadcast and cable associations
to effect change.
