I'm not sure there is a real issue with LP stations
per se - aside from a growing unwillingness to
        run anything but RWT/RMT/EAN ...

Here, in Southern Arizona, we were blessed with
a message flood the other night, with NWS alerts
occurring literally within minutes, according to
the emails received here. Like 6 minutes. Like
        12 minutes.

As has been noted, in places like NYC, movement of
storms through that area could well turn stations into
        All EAS All The Time.

Is there any wonder that even if there is are LP
stations, many will no longer relay most messages?

Some adjustment - recognizing current power/pattern
and RFI conditions - would probably benefit the system.

Much more importantly - and I will repeat this, although
I detect virtually zero response - buy in from programming
and general management is crucial to the long term
        effectiveness of EAS.
