Well, those are house fires, not forest fires!  The big issue is PG&E's
lack of line maintenance.  385 kV+ power lines don't shut down very 
fast!
Back here in heavily forested VT the town level power distribution is 
often with insulated tree wire
and new, very fast, overload interrupters.  Doable at the 3.7 to 7.4 kV 
voltage level.

HV transmission corridors are kept wide and clear of
trees and the lines are inspected on a very regular basis, often by air.
