Do you think CalEMA might rethink their decision to drop Ham radio
operations from their EOC? The Ham bands were probably busy during the
blackout, and the local agencies had Hams in their EOC's.

I suspect that there will be some major re-thinking about emergency
procedures after this in many jurisdictions.  "Not prepared" is common SOP.
