I suspect that there will be some major re-thinking about emergency
procedures after this in many jurisdictions. "Not prepared" is common SOP.
FYI Weds I was at the Northern CA APCO meeting. About one third of the
people that were signed up did not show up, including several dispatch
types that were to be presented with an award. Gossip was that many
were told that they were working overtime on their day off.
