I recognize the joke....

On the serious side, people in Puerto Rico show (in spite of what movies 
portray) society doesn't immediately descend into barbarianism after a 
catastrophe.

After the hurricanes, the Puerto Rican electrical grid was destroyed and 
a majority of the island didn't have power for months.  I believe some 
people still don't have power restored to their homes yet.

Nevertheless, Puerto Rico wasn't reduced to barbarianism.  There were a 
lot stories from Puerto Rico of neighbors helping neighbors.

I expect the San Francisco Bay Area will be back shopping at whole foods, 
starbucks and meetings with their venture capital tycoons within a few 
days after the PG&E blackouts.  If the Bay Area can't handle a 
pre-announced blackout, I hate to see what happens after a major 
earthquake.
