We can expect a few first time users of IPAWS to get confused, used the 
wrong EAS code, send it on the live IPAWS instead of test IPAWS, and so 
on.  Eventually, EMAs will figure it out, but it will take some time. 
That's why EMAs need to training and testing.  Better to get confused 
during testing instead of during actual emergencies.
