Testing WEA 3.0 geo-fencing for wireless emergency alerts

While select large customers may have had access to the latest lab 
equipment earlier, it appears Rohde & Schwarz lab testing gear WEA 3.0 is 
now generally available.  Lab testing is in a controlled environment, i.e. 
faraday cages, not public testing.

I still think its unlikely WEA 3.0 will be ready for public use by 
November 30, 2019.  IPAWS still hasn't announced WEA 2.0 ready for public 
use yet.

Nevertheless, the wider availability of the Rohde & Schwarz lab testing 
gear is a good sign for WEA 3.0 deployment.
