If it would keep one local EMA director from lighting up half of Kentucky with a RMT, I would be more than happy to help anyone who needs training.

Local emergency managers have a difficult job. They get no money for training, yet are supposed to make complicated emergency alert systems work perfectly every time.
Butte County, CA Sheriff's Office is learning how to use WEA/EAS after the wildfires last year. For some reason, they keep using the "LAE" Local Area Emergency event code for their weekly tests instead of RWT for the last month or so.
There are twitter comments about EAS tests interrupting local broadcasters, by both the public and local broadcasters, so it seems to be a "known problem." Can CALOES or someone in California help Butte County learn how to use its IPAWS system and how to do a weekly test? It may just be a messed up configuration template in their alert origination software.
