Have to wonder if these guys are just trying to attract attention?
Like the (Pick a color) alerts....These are often promoted by those just
seeking positive strokes.
As for the Spanish speaker comment - I do contract work for an AM/FM Spanish
Speaking station
Here. Interestingly they are OK with EAS Messages in English. In fact,
they forward ALL
Incoming EAS Messages.
Interestingly - According to Neilsen- There are 336,900 Latino's (12+) in
the Seattle area.

I just skimmed the article, but I assumed that they were proposing to use a
secondary channel (HD2 or even HD3) for foreign language EAS alerts--and add
a narrow band data signal for text alerting.
Given the propensity for bad ideas to attract the attention of Congress
(Think BLU) I can visualize somebody thinking it would be a good idea to
mandate EAS second language coverage on an HD channel to reach all the
Spanish speakers who aren't (officially) here.
Especially if the guys with HD patent sufficiently lubricated the
legislative wheels.
