Frankly I see the new of using HD for Public Warnings as good news.
Much like AWARN and some other systems ....more is always better.
One of the early foundations of IPAWS was ' By All Available Means'
(Perhaps many have forgotten this one?)
The point is we can't control what delivery system will reach the person
In harms way...The best we can do is utilize every system we have...
We should openly embrace anything that will add a tool in our
Public Warning Tool box.

The problem is that we are creating a two-tiered society: the Informed and
the Less-Than-Informed. The Informed, with their HD Radios, Smartphones and
next-gen TV's will not only know that there is an emergency, they will know
what it is, where it is and what to do about it. The Less-Than-Informed will
know, at best, that there is a problem.
Unfortunately, warning systems will still have to cater to the lowest common
denominator to make sure everyone gets the information.
Think of your family and the people you know...some of them don't have cell
phones or computers and don't intend to ever own either one. Some still have
flip phones and don't intend to upgrade. Some are still watching analog TV
with a converter box and rabbit ears. Some avoid Social Media like the
plague. Some have 4K TV's, terabyte computers and iPhone X Max's...we are
trying to reach everyone with the same platform.
