[EAS] HD developer proposal for EAS

The advantage of being this old is that I vividly recall the same things
being said about FM by AM Station owners.

Looking at recent number from Nielsen I see where a number of markets where
HD2 Channels are out-rating 
AM and FM Stations.   Add to the fact there are thousands of new HD Radio's
being delivered in vehicles every day
I'd say the writing is on the wall.   Granted the way the system has been
mis-managed it's a wonder its come
As far as it has.

HD radio always was a solution in search of a problem.  Instead of beating a
dead horse, they're putting wheels on it & getting EAS to roll it down the
road.
