[EAS] Improving weather alerts on WEA mobile devices

I received a couple of helpful suggestions offlist, and changed my WEA 
improvements to reflect them. I'm open to hearing from anyone else.

1. Change the proposal to a do-not-disturb option for less severe alerts.
2. Change meteological hazard category to a more general natural hazard 
category for imminent threats.  Although in the U.S. over 90% of the 
alerts are from the national weather service.

I also added some sample language for FCC Part 10 rule changes, to show 
what the proposals would require.

I also have a minor improvement white paper for EAS-IPAWS for cancel 
messages. Although very rare, sometimes EAS doesn't properly match an
IPAWS cancel message with the over the air legacy EAS protocol message. 
You might have seen the issue manifest as weird a EAS log messages about 
an IPAWS cancel. If NOAA Weather alerts are added to the IPAWS EAS feed, 
this will become a bigger issue because NWS creates a lot of cancel 
messages.

Finally, I'm working on issues found with CAP messages created by 
various different Alert Origination Software.

I have nearly 50 pages off oddities with CAP messages from different AOS 
vendors.  But I haven't figured out a good way to organize them all, to 
be help AOS vendors fix things rather than appearing just to criticize 
them. AOS is one of the most critical parts of the IPAWS ecosystem. If the 
original CAP message contains issues, it just gets worse at every step in 
the process.
