[EAS] ALERT Act (missile warnings) included in NDAA

Sen. Schatz was successful adding the ALERT Act as part of the National 
Defense Authorization Act of 2020 which was passed by the Senate 
yesterday.  The ALERT amendment includes several public warning and 
alerting items, including making the federal government responsible for 
missile warnings.

The annual NDAA bill has passed every congress since 1961, which makes it 
a popular way to add "must-pass" legislation.
