[EAS] Time for new code? Asteroid impact Alert

When it comes to these events, most will think of the "big" ones because of the movies.  More likely are events like Chelyabinsk, Russia in 2013.  These smaller asteroids won't be detected until they are pretty close, and now we see the technology might be able to provide anywhere from hours to minutes of warning.  Roughly 1500 people were injured at Chelyabinsk, and several thousand buildings damaged in freezing weather.  A good collection of videos is here:

Now image an event like that over a major metro area.

As to authority, it might be easier than the ICBM issue.  NASA's Planetary Defense Coordination Office would seem to be a nature.
