This morning Georgia EMA used the EAS Radiological Hazard Warning for a 
state test message, instead of the appropriate RWT, RMT or DMO codes.

Its unclear whether this was an example of poor user interface design of 
alert origination software, lack of guidance how to conduct testing, or an 
operator error and training.
