That was during the gap when I was working on other things (i.e. pre-2005
I was extremely interested in how EAS would work for IPTV, post-2015 I
started following EAS/WEA activites again). People at different
organizations (cellular engineers vs. broadcast engineers vs. emergency
managers vs. communication regulators) have told be different stories
about what happened with the WARN act during 2005-2006.
But everyone agrees they were surprised by what happened.
The WARN act was pre-iPhone smartphones. Steve Jobs announced the first
iPhone in 2007. I don't think WEA or WARN or even IPAWS has turned out
the way anyone was expecting in 2006.
