There is almost no funding for training for local officials how to write
effective alert messages, when to use different types of alert systems,
or what happens downstream when they issue an alert.
The result is some local officials use alert systems as "super tweets,"
i.e. just another form of social media or a press release. Different
public communication channels are not interchangable, e.g. building public
address systems and fire alarm systems should not be used interchangably.
The same is true of different types of public media and alerting systems.
In 2017, another local jurisdiction issued a WEA about a mountain lion in
a city park. The result was a huge traffic jam as parents drove to the
park to show their kids the mountain lion.
