[EAS] FCC seeks participants for WEA geotargeting test

FCC is seeking entities authorized by FEMA IPAWS to participate in an upcoming WEA test to test the 0.1 mile overshoot capability it required under its rules. The test would be late 2019 or early 2010.  The Public Notice sets some specific criteria for the alert originator, which would likely only be met by the resources of a larger metro EOC (i.e. New York City is written all over this, IMHO).

Alert originators will be selected based on criteria that include:
1. The alert originator's demonstrated ability to organize a large group of test participants that are customers of the several Participating CMS Providers that serve their jurisdiction and that will accurately report their test results;
2. The alert originator's demonstrated ability to organize a large group of test participants that can be positioned in geographically diverse locations throughout its jurisdiction;
3. The alert originator's demonstrated ability to conduct a public outreach campaign that ensures public awareness about a WEA test;
4. The alert originator's ability to send a State/Local WEA Test message;
5. The alert originator's demonstrated expertise in data analysis.

The WEA deadline for this enhanced geotargeting capability is Nov 2019.  To be seen whether the mobile industry can fully meet that deadline ... which of course would impact the ability to conduct such a test ...
