This presumes the vehicle owner subscribes to a public data service for
the vehicle. Many don't as cell coverage in rural areas is poor to
non-existent.
And most commercial operators limit their data plans to background
operations, such as vehicle tracking and private texting for dispatch and
other limited communications with the driver(s).
