[EAS] EAS in the County?

When I've talked to google product managers, they emphasize Google is
a global product company. They dislike doing country-specific stuff, such 
as many levels of political subdivisions.

Words like visual clutter, distracting, etc. come up.

On the other hand, google does a lot of country-specific stuff when its in
their business advantage :-)

Although county lines aren't shown on maps; when polygons/circles aren't 
in the CAP message, in the U.S.A., Google will visualize warning areas 
based on county FIPS codes. Google can still use the map metadata.

While Google is a global company, the public availability of NOAA, USGS 
and U.S. Census map shape files makes it easy for tech companies in the 
US.
