[EAS] PEP Bridge Testing

The old, original bridge equipment supposedly had been tested weekly for 
decades. But apparently had never been tested by activating all the PEP 
stations simultaneously.  And then it failed under stress.

I happy at your confidence in new equipment.  But has it been tested 
by a PEP system-wide activation?
