[EAS] FW: Nationwide EAS Test Preparation

Someone at the FCC was apparently testing
the contact info on the Form One.

I'm guessing it was prepared by someone
(calling the FCC, they do not know who Kamal is!)
trying to push out the Public Notice, and hit
"send" without providing any real contact 
information.

Of course, right now, all email from etrs at fcc.gov
or alerting at fcc.gov is generally without 
attribution - one suspects for bureaucratic reasons.
