[EAS] Federal Bridge certificate expiration November 8 2019

Since I don't see the announcement from the IPAWS office directly, I don't 
know if they've already informed vendors.  The Federal Bridge CA 2016 
certificate will also be expiring this fall, on November 8, 2019.

Depending on IPAWS vendors implement certificate checking, and which 
Certificate Authorities IPAWS uses in the future, it may require updating 
the CAs installed on end-devices.

Historically, vendors have distributed CA updates as small patches or a 
new CA file.
