All doable today but at what cost?  That's the rub.

EAS boxes were never a necessary component of a radio station to 
generate a signal
or to provide saleable programming.  They do not add significant value 
to a broadcast station,
only expense.  These days with software defined products I suppose much 
of the
ENDEC could be directly incorporated into a more useful product such as 
an audio
processor or even a transmitter's exciter!

Look at program automation.  In spite of great advances in software 
technology and AoIP
you don't see 100% virtualized server based automation which could 
include every aspect
of a radio station including EAS signal generation.  All the elements 
are there to integrate
everything in one virtualized package.  No need for physical dry 
contacts, relays, etc.

The economics are not there yet for radio broadcasting and may never be 
due to the
sea change we're seeing in delivery technology for home and mobile 
entertainment.
