[EAS] Need new excuses for multilingual support with, global supply chain

A couple of years ago a tornado hit suburban Washington, D.C.  NWS missed it, but two of the TV meteorologists caught the storm on the station's weather radar.  Went on the air live to warn viewers.

FCC's reaction? A warning, because the stations failed to run a crawl for deaf viewers.

The NAB radio show was in Washington that year. FCC EAS folks showed up at one meeting.
Exec from one of the TV stations stood up--and told the FCC guy that if they were going to make an issue of this, the TV stations might just not air very many emergency alerts.

Broadcast is not a growing business. Keep adding unreasonable burdens and we (the owners who pay the bills) will collapse the alerting system.
