I've only seen/heard RMTs (and NPTs) on DirecTV, never a RWT.

Direct Broadcast Satellite, i.e. DirecTV and DISHTV, are not required to
transmit weekly RWTs. They only need to log receipt of an RWT from its
monitoring sources.

Direct Broadcast Satellite do transmit monthly RMTs on a rotating 10% of
its channels each month.

Directv monitors Los Angeles EAS Plan for its RMTs. I don't remember who
DISHTV monitors. The DirecTV monitors sources for EAS used to have
attrocious audio. I haven't heard it recently.

This is part of SiriusXM's waiver request to stop transmitting RWT's on
its programming channels each week (only transmit on its Barker
channel). Why should radio/tv/cable then need to conduct weekly RWTs?

The inconsistency of the Part 11 rules help keep the lawyers fully
employed, even while the FCC is shutdown.
