Its voluntary for EAS participants when they upgrade their EAS equipment 
to handle Blue Alert event codes.

The deadline is for EAS equipment manufacturers to offer the new event 
code, and include it in new EAS equipment shipments.  No deadline for EAS 
participants until they replace their EAS equipment.
