It all depends on the state plan.
RWT-Weekly is typically station managed and there are no EAS rules to
cover non-broadcast originators/partners. It is permissible to have a
joint third party RWT however as long as the arrangement is defined in the
state and/or local plans.
The RMT, OTOH, is defined by the state, and more precisely local plans as
to who originates the test each month and when.
