Only if Congress directs the FCC in legislation (which they did not) or
advocacy groups pepper the FCC with petitions.  Note that Silver Alerts have
not made it into the EAS event code list, so why would one think that this
would either.  

HOWEVER ... states like North Dakota already reference that Silver Alerts
are somehow part of EAS and WEA, at least in their states (someone from ND
might want to opine on what event code they would use for a Silver Alert ...
LEW or LAE perhaps?)

And even if it does end up as a new EAS code (which I don't think would
happen), it would be strictly voluntary.  Interested states would probably
just squeeze the notification under an existing EAS event code, and as a
public safety warning over WEA (which presents its own complications).

I don't object to missing adult notifications, per se, but without a
coherent national framework, and with emergency alerting divided across 4+
agencies/fiefdoms, the potential for these things to go sideways is ever
present.

FWIW, Congress also needs to make up its mind whether they want a color
based schema (AMBER, SILVER, BLUE, SILVER ....) or name-based scheme (Amber,
Ashanti ....).
