[EAS] California: Governor budget funding for more consistency in emergency alerts

This week Governor Gavin Newsom announced several initiatives in his 
proposed California budget for emergency prepardness and response to the 
wildfires in California. Improved digital 9-1-1, California earthquake 
early warning, mutual aid systems and prepositioning, and public 
education.

At the press conference, the Governor also said one initiative was 
"more consistency" in the state emergency alert systems with the 
California Office of Emergency Services.

Does anyone know which part of the proposed budget includes the "more 
consistency" for public emergency alert funding?  I assume its buried 
somewhere in CALOES' budget.
