Not silos - just reality. And a big correction. FEMA just announced that they ARE ready to support WEA 2.0 (enhanced geotargeting, expanded message length, Spanish language support).
FEMA, and the FCC, are noting that not all mobile carriers are ready yet. Which is a fact. FEMA and FCC do not control what the carriers can do, or how fast.
FEMA has noted that not all alert origination software systems might be ready yet for WEA 2.0.
Note: Version 4.1 for DASEOC users (alert originators) does provide support for WEA 2.0, including expanded message length, Spanish language support, auto translation, etc..
