The latest EAS vendor firmware is supposed to block normal EAS stations 
from originating "000000" FIPS code.  You need the special FEMA firmware 
to use the All U.S. FIPS code.

I guess if KLOV hasn't updated its EAS firmware, it may still have an 
older release allowing it to originate EAS messages with 000000.

Note: firmware allows relaying 000000. The limitation was originating new 
EAS messages with 000000.
