Well...if the FCC enforced those rules, stations might be more prone to comply.
With the exception of the deep pocket station groups that have a budget line to cover FCC fines, because it's just easier and cheaper to pay the parking ticket than it is to buy a parking pass. As long as the fine is minimal, so will be the compliance.
