FCC, FEMA and NOAA have no published list of requirements EAS needs 
to accomplish anymore.  The last White House Statement of Requirements 
from the Clinton Administration (from the early 1990's) was revoked by 
President Bush. That pre-dates WEA/mobile alerts, pre-dates Internet and 
IPAWS, pre-dates wireline IPTV, pre-dates using satellite delivery 
systems for EAS (DBS, SADRS, etc).

The Bush Executive Order tasked FEMA with coming up with a new list of 
requirements, but I've never seen it published or even discussed.

It is impossible to say whether or not EAS (or WEA, or any other emergency 
notification channels) as currently operated meets unpublished requirements.
