[EAS] Vermont BLU Blue Alert EAS test - doesn't seem like best practice ...

HI Ed,

I believe Vermont Emergency Management or VAB (Vermont Association of
Broadcasters)
notified stations of the pending test.  That said, none of my ENDEC's
were programmed to do anything about them.  Mine in VT & nearby NH
monitor
IPAWS CAP and did record receipt of the test message.  But Vermont
Public
Radio actually rebroadcast the test alert which I suspect was not a good
thing to do!  My Vermont station received that over the air alert too.

Oh, and John Doe is my weight and height with same eye color.  Yikes!
