[EAS] Is monitoring a translator cool

Streaming is not covered by Part 11. Not a concern of the licensee.

As for translators....well...that's a different story if they're split
before the PEP EAS box. Which for PEP stations not having the translator
co-located at the TX site where both could see the PEP message inserted
there could be a significant configuration deviation.
