[EAS] More FCC fines for misusing EAS and WEA tones

One thing I learned from a PD.  Before he came to my station he was PD 
for an infamous shock jock.

He told me that they had a budget line item for FCC fines.  When the 
shock jock said bad words and they got a NAL from the FCC they just 
wrote a check.

They considered it to be publicity.

So if the FCC really wanted to get a station's attention the FCC should 
deny renewal.
