What is an Imminent Threat?

If your emergency management agency is about to issue a WEA message "out 
of an abundance of caution," its not likely an imminent threat. WEA is not 
for super-tweets.

Training and after action reviews?

Do any states regularly, i.e. once a year or quarter, review of how alert 
systems are being used? I know about the single agency incident 
after-action reviews when things go wrong. But do any states do it 
regularly, for all types of alerts?
