Stuff never goes wrong, until the worst time.

Verizon FIOS in Washington DC was sending RWTs for "All of Alabama" for a 
month. Likely just fat-fingered something, since Alabama is at the top of 
the list alphabetically.

WFAA Dallas TX has been sending RWTs including All United States (000000) 
for months.

WUSA in Washington DC was also sending RWTs with 000000, but they fixed 
it.
