Unfortunately there is no consistency nationwide how ADRs are handled.
In some states, ADRs will be broadcast as EAS messages.
In other states, ADRs are logged, but not broadcast.
In other states, ADRs are ignored, and no one will see them in logs.
The NMN (Network Management Notification) might be better, but FCC has
never defined what that means.
Backwards compatibility is a pain. Using the RWT is likely the least-worst
alternative.
