Yes.  The process of sending a RWT is intended in the event of a last 
minute change, i.e. extreme weather or other incident, causing the 
cancellation of a scheduled NPT.

In this case, there was several days advance notice.  But it avoids lots 
of questions of "was the NPT sent" if it was cancelled in part of the 
country.

I describe it as equivalent to a network sending an affiliate alert about 
a programming schedule change.  Since RWTs aren't re-broadcast, its a 
convient way to notify everything (everyone) monitoring the IPAWS feed.
