Sonoma County conducted its test of WEA yesterday.  Local officials aren't 
telecommunications or cellular experts, so it still seems to be somewhat 
of a mystery locally how WEA works. Everything is kept proprietary and 
secret, which leads to a lot of misunderstandings.
