11.51 (n) EAS Participants may employ a minimum delay feature, not to
exceed 15 minutes, for automatic interruption of EAS codes. However, this
may not be used for the EAN Event code, or the NPT Event code in the case
of a nationwide test of the EAS, which must be transmitted immediately.
The delay time for an RMT message may not exceed 60 minutes.
For over 15 years, the grey Sage Endecs included a 30 second countdown
timer for EANs to allow staff board operators to respond. The 30 second
countdown timer for EANs didn't seem to bother the FCC or anyone else for
decades. In 1994, and the Emergency Broadcast System before that, the term
"immediate" was viewed in human reaction time, not computer reaction
time.
One off-hand hallway comment, and the FCC and FEMA have tied themselves in
knots.
