[EAS] Napa County test: System worked as designed -- Not as expected

FEMA has a test lab that alerting officials can use to test their plans
and systems. The test lab shows what would happen, but does not send the
alerts out to the public.
Using the FEMA test lab a good way to find those quirks and
misunderstandings how the systems actually work, without bothering the
public. Local officials need a lot more training, but they don't need to
annoy the public with their training tests.
Rehersals, pre-tests, whatever you want to call it, are useful in every
profession.
