[EAS] Check the on-the-air -- not just the EAS box logs

Thats a clever use for the old box.
I built a system that performs some of the functions of the MSRP.
It does switching and A/D conversion where necessary to inject my EAS alerts from the Blue box to my HD2 and HD3 channels.
Since they all operate under the same call, I didn't need to do anything with IDs.
My alerts get sent to all streams at the same time but processing in HD2 and 3 means the alerts on those channels air later than it does on FM/HD1. The timing for when we insert an alert into HD2 and 3 is not an issue for us as it might be for others.
So it is a fairly simple arrangement that works for us.
