[EAS] Check the on-the-air -- not just the EAS box logs

Maybe for non-commercial TV stations, but commercial TV stations often
have everything on-air recorded for national advertising agencies. For a 
30-second ad spot, I could get as-run reports broken down by almost 
anything in the top 100 markets.
