[EAS] Check the on-the-air -- not just the EAS box logs

San Antonio on-air recording for the nationwide NPT.  The EAS logs may 
indicated nothing wrong, but watching what happened on-air is a different 
story.

Four of seven broadcasters in San Antonio had on-air issues.

KCWX TV 2 bizzarely played a recording of the 2017 NPT instead of this 
year's test. Was KCWX's EAS box broken, so they did this instead? If I was 
an FCC field inspector, I would love to look at KCWX's EAS logs.

WOAI-TV 4 scrolled the NPT - but didn't play the alert audio, just the 
regular program audio

KLRN TV 9 also scrolled the NPT - but didn't play the alert audio, just 
regular program audio

KSAT TV 12 mixed the alert audio and regular program audio together

KENS, KABB, WOAI-AM looked and sounded ok.
